Establishes a Division of Planning and Evaluation within the Green Mountain Care Board to prepare public reports on Vermont's health care system costs, performance, access, and quality

Requires the Division to develop a five-year statewide strategic plan for improving population health and increasing access to affordable, high-quality care, with emphasis on rural communities' access to primary care and hospital services

Directs the Division to establish total-cost-of-care spending growth targets and develop proposals for achieving universal access to affordable primary care and community-based mental health services

Requires the Green Mountain Care Board to evaluate alternative hospital budget regulation approaches, including reference-based pricing and global hospital budgets, and to align hospital strategic plans and budgets with the statewide strategic plan

Adds new positions and resources to the Green Mountain Care Board and proposes alternative funding sources for health care provider payments, including Blueprint for Health and Support and Services at Home (SASH) programs whose current funding models will soon expire
