Amends 16 V.S.A. § 212 to add a new duty requiring the Secretary of Education to provide statewide technical assistance to school districts and supervisory unions on implementing all statewide requirements, including professional development, curriculum development, education quality standards, statewide testing, rule changes, and statewide initiatives.

Requires the Secretary of Education to conduct a comprehensive program evaluation and organizational analysis of the Agency of Education, covering agency culture, pay scale analysis, and an inventory of training and reporting requirements imposed on school districts.

Mandates a written report to the Senate and House Committees on Education by January 15, 2026, with findings, recommendations for agency changes, implementation timelines, and any necessary legislative changes.

Effective date is July 1, 2025.
