Secretary of Education must provide statewide technical assistance to school districts and supervisory unions on implementing all statewide requirements, including professional development, curriculum development, education quality standards, statewide testing, rule changes, and statewide initiatives

Secretary must conduct a comprehensive program evaluation and organizational analysis of the Agency of Education, including agency culture assessment, pay scale analysis, and inventory of training and reporting requirements imposed on school districts

Written report with findings and recommendations due to House and Senate Committees on Education by January 15, 2026, including timeline for changes and any necessary legislative modifications

Effective date is July 1, 2025
