Bans receiving payment for referrals to other persons for veterans' benefits advice, and prohibits compensation for services rendered before a notice of disagreement, decision review, or appeal is filed

Prohibits guaranteeing specific benefits outcomes or falsely claiming sponsorship, affiliation, or accreditation by the VA or Vermont veterans' agencies

Requires written fee agreements signed by both parties before services are rendered, adhering to federal requirements in 38 C.F.R. § 14.636(g), and prohibits excessive or unreasonable fees

Violations are treated as consumer protection violations under 9 V.S.A. § 2453, enforceable by the Attorney General or State's Attorney, with private party remedies available; effective July 1, 2025
