Merges all Vermont school districts existing on July 1, 2025 into no more than 25 unified union school districts by July 1, 2030, with each district responsible for prekindergarten through grade 12 education

Establishes minimum school sizes: elementary schools must have 450 students average daily membership with 18-student average class sizes; high schools must have 600 students with 25-student average class sizes

Allows districts to designate up to three independent schools for students facing long commutes (more than 45 minutes to elementary school or 75 minutes to high school)

Creates a five-member Commission on the Sustainable Realignment of Vermont School Districts, composed of retired superintendents, to review the Secretary of Education's realignment proposal and issue a final merger plan by November 30, 2029

Eliminates the independent school approval process while maintaining the recognized independent school category, and restricts which independent schools can receive public tuition to those meeting specific criteria including minimum enrollment thresholds
