Secretary of Natural Resources must publish a report on energy transition impacts by December 15, 2025, in consultation with six state agencies including Public Service, Transportation, Labor, and Agriculture

Report must cover five years of data on: electric rates, distributed solar generation by county, heating fuel sales, incentivized weatherization services by income and county, gasoline/diesel sales and retail outlet locations, EV charging installation progress, and vehicle registrations by fuel type

Report must include regional distribution maps, analysis of data gaps, identification of existing reporting that could support indicators, and recommendations for future reporting requirements

Report must address equity and "just transition" indicators to understand how benefits and burdens of the changing energy landscape are distributed across different regions of Vermont

Act takes effect upon passage
