Expands the Advisory Council on Harassment, Hazing, and Bullying Prevention in Schools from 7 members to 17 members, adding representatives from disability rights, student anti-racism, LGBTQ+ advocacy (Outright Vermont), domestic violence prevention, athletic directors, social workers, and parent organizations

Requires the Council to meet 4-12 times per year and review model prevention policies every two years beginning in 2025

Mandates the Council generate and distribute resources to school professionals on best practices for reentry to educational spaces, restorative practices, and differentiated responses for students with disabilities

Requires an annual written report to the House and Senate Education Committees by January 15, triggering a joint legislative hearing each session, covering Council activities, stakeholder input, resource needs, and legislative recommendations

Provides per diem compensation and expense reimbursement for Council members under 32 V.S.A. § 1010 for up to 12 meetings per year, effective July 1, 2025
