Secretary of Natural Resources may authorize pilot or demonstration projects to treat or destroy emerging contaminants without requiring standard environmental permits under 10 V.S.A. chapters 23, 47, 151, or 159

"Emerging contaminants" include hazardous materials, constituents with Department of Health advisories, and substances the Secretary determines pose imminent endangerment to human health or natural resources

Authorizations are limited to a maximum of one year and cannot be approved if the project creates unreasonable risk to human health or the environment

Project holders must submit a report within three months after project completion including monitoring data, discharge/emissions information, and conclusions on treatment effectiveness

Projects must be suspended immediately if environmental impacts exceed those anticipated in the application, with the Secretary deciding whether to allow continuation or terminate the project
