Increases the cumulative plant capacity cap for Vermont's Standard Offer Program from 127.5 MW to 227.5 MW, adding 100 MW of new renewable energy capacity

Adds a new 20 MW annual capacity increase beginning April 1, 2026, continuing the program's expansion beyond the previous 10 MW annual increase that started in 2019

Eliminates the separate "provider block" and "independent developer block" allocations, streamlining the program structure

Beginning April 1, 2026, restricts new standard offer awards to solar, wind, and hydroelectric power plants only, with 2 MW annually reserved for community solar projects owned or controlled by their members

Establishes a price cap for community solar projects equal to the highest-cost similarly sized solar project from the Standard Offer Program in the preceding 12 months
