Repeals Vermont's Renewable Energy Standard (RES) by eliminating 30 V.S.A. §§ 8004, 8005, 8006, and 8006a, which established renewable energy requirements for retail electricity providers

Removes RES-related provisions from multiple statutes, including the Standard Offer Program's greenhouse gas reduction credit adjustments, net metering compliance requirements, and enhanced energy planning consistency requirements

Eliminates annual reporting requirements for the Commissioner of Public Service regarding RES progress, costs, benefits, and projections

Removes references to the Renewable Energy Standard Tier 3 program from the Tradeable Clean Heat Credits statute
