Prohibits the State Board of Education, supervisory union boards, and school boards from restricting public educators from teaching about social equity, social justice, historical systems of oppression, and the concepts of race and gender as social constructs

Adds "social equity and justice" to Vermont's minimum course of study requirements for public schools, approved independent schools, and home study programs, covering both historical and contemporary issues affecting marginalized groups

Protects educators from using gender-affirming approaches including honoring students' preferred names and pronouns, and grants teachers the right to integrate personal perspectives, cultural identities, and lived experiences into instruction

Prohibits privately funded or nongovernmental groups from influencing decisions on curriculum development, instructional materials, and student preparation in public schools

Requires the Agency of Education to develop resources and supports for LGBTQIA+ students and their families, and prohibits retaliation against employees who support students' rights or provide instruction consistent with the act
