UVM enrollment must be capped when Burlington's housing vacancy rate falls below 5%, freezing enrollment at the level from the fall semester immediately following publication of the vacancy rate

All UVM-owned or affiliated housing must comply with municipal housing codes and state rental housing health and safety standards, applying to buildings in use as of July 1, 2025 and all new construction

UVM must submit an annual housing impact report to the General Assembly by January 15, detailing compliance status, housing capacity, enrollment numbers, off-campus student counts by municipality, and future housing plans

A UVM Housing Task Force is established under the State Auditor, including legislators, the Mayor of Burlington, UVM trustees, and a city councilor, meeting at least biannually to monitor compliance and recommend actions to address housing pressures

Housing agreements between Burlington and UVM must include enforceable commitments to build housing meeting municipal standards and align development with the city's broader housing strategies
