Extends the Building Energy Code Working Group until 30 days after legislation is enacted giving a State entity authority to enforce building energy codes (replacing the previous July 1, 2026 sunset date)

Requires energy efficiency utilities to attribute energy savings to building energy code compliance, with the Department of Public Service establishing the calculation procedure

Directs the Department of Public Service to develop methodology for calculating and reporting greenhouse gas reductions annually, in consultation with efficiency utilities and weatherization programs

Lowers the Residential Builder Registry threshold from $10,000 to $2,000 for contracts requiring registration with the Office of Professional Regulation

Extends the implementation timeline for amended Residential Building Energy Standards (RBES) from three months to six months after adoption
