Green Mountain Care Board must develop and implement a universal primary care program by rule, with operations beginning no later than January 1, 2028

Primary care services defined to include primary care, outpatient mental health services, outpatient substance use disorder treatment, communicable disease testing, and vaccines—all with no cost-sharing for patients

Program requires divesting primary care practices from hospital and health network control while reducing administrative burdens imposed by insurers and health systems

Funding through allocation of insurance premiums, premium equivalents, and federal Medicare/Medicaid funds (including AHEAD model), with a virtual payment pool distributing per capita payments to providers

Board must report to General Assembly on implementation progress by January 15, 2026 and January 15, 2027, and may assess program costs to Vermont hospitals and health networks
