Creates a Motor Vehicle Purchase Cancellation Study Committee to examine allowing purchasers to return vehicles to dealerships within a limited time after purchase or cancel contracts before delivery

Seven-member committee includes representatives from Motor Vehicles, Transportation, Children and Families, Financial Regulation, Attorney General's office, Vermont Vehicle and Automotive Distributors Association, and Vermont Legal Aid

Committee must examine current legal rights for vehicle purchasers, potential statutory changes, and impacts on both consumers and dealerships

Report with findings and legislative recommendations due to House and Senate Transportation Committees by January 15, 2026

First meeting required by September 1, 2025; committee ceases to exist February 15, 2026; effective date July 1, 2025
