Repeals 13 V.S.A. chapter 59, subchapter 2, which prohibits prostitution, including laws against "indiscriminate sexual intercourse" and consensual sex work for hire between adults

Retains existing felony penalties under chapter 60 for human trafficking, including recruiting or transporting minors under 18 for commercial sex acts and compelling any person through force, fraud, or coercion to engage in commercial sex acts

Maintains penalties for trafficking offenses ranging from up to 5 years imprisonment for facilitation to mandatory 20 years to life for aggravated trafficking

Defines "coercion" broadly to include threats of harm, abuse of legal process, confiscating identification documents, providing drugs to impair judgment, debt bondage, and withholding food or medication

Takes effect immediately upon passage
