Adds "criminal history" as a protected class under Vermont's employment discrimination law, prohibiting employers, employment agencies, and labor organizations from discriminating based on an individual's criminal record

Creates exceptions allowing employers to consider criminal history when federal or state law mandates disqualification, when the employer is legally obligated not to hire individuals with certain convictions, or when the position bears a substantial relationship to the criminal offense

Defines "criminal history" broadly to include all contact with the criminal justice system, including identification, arrest, citation, arraignment, judicial disposition, custody, and supervision records

Extends criminal history protections to housing by prohibiting discrimination in the sale, rental, financing, and advertising of dwellings and real estate based on criminal history

Takes effect July 1, 2025
