Establishes the Safe Harbor Award Program to provide monetary awards covering collateral costs (travel, lodging, meals) for Vermont and out-of-state residents receiving reproductive or gender-affirming health care services in Vermont

Creates the Safe Harbor Fund administered by the State Treasurer, funded through state appropriations, gifts, grants, federal funds, and other public or private sources

Establishes a five-member Safe Harbor Fund Board chaired by the State Treasurer to oversee fund allocation, with required representation from health care providers in reproductive or gender-affirming care

Prioritizes awards for patients with greatest financial need, Vermont residents in underserved areas, and out-of-state residents from states with limited access to these services

Prohibits collection of patient-identifiable data and exempts applicant/recipient identity information from public records disclosure
