Requires Vermont State Police or sheriffs to immediately issue cease-and-desist orders when unlawful atmospheric interventions are suspected, with violations constituting a felony punishable by fines up to $50,000 and/or imprisonment up to two years per day of violation

Mandates communications facilities undergo evaluation by independent radiofrequency engineers, with signal strength limits of -75 dBm and maximum power output of 0.1 watt; non-compliance results in fines up to $50,000 per day

Requires sheriffs to deputize and train Vermont citizens to help enforce the law and investigate reports of atmospheric interventions or radiation violations

Applies to all entities including federal government, military, international organizations, and artificial intelligence; State Police must notify federal agencies that federally-approved activities cannot be conducted within or over Vermont
