Expands the definition of "course of conduct" for stalking to include unauthorized use of electronic, digital, or geolocation devices to surveil a person or their internet activity continuously for 12 hours or more, or on two or more occasions

Authorizes courts to order defendants in abuse cases to complete a domestic violence accountability program approved by the Council on Domestic Violence, with failure to complete subject to civil contempt proceedings

Allows courts to award temporary possession of a vehicle to plaintiffs in abuse protection orders if the plaintiff owns, pays for, primarily possesses, or has been restricted from using the vehicle by the defendant

Requires the Domestic Violence Fatality Review Commission to report the number of defendants ordered to complete domestic violence accountability programs and completion rates in its biennial report

Takes effect July 1, 2025; signed by the Governor on June 5, 2025
