Hospitals must report to the Green Mountain Care Board the number of administrative employees versus direct patient care employees, plus base salaries and total compensation for executive/clinical leadership and patient care staff

Executive and clinical leadership compensation is capped at no more than 10 times the pay of the hospital's lowest-paid employees who deliver direct patient care

Administrative staffing ratios at each hospital must align with national averages for hospitals of similar size and number of locations

Hospitals must provide current compensation data (including bonuses, variable pay, investments, and benefits) to the Green Mountain Care Board upon request throughout the fiscal year

Takes effect January 1, 2026 and applies to hospital budgets for fiscal years 2027 and after
