Repeals outdated fish definitions ("pickerel" and "pike perch") and updates bird species names in nest protection statutes to use current terminology (house sparrows, European starlings, rock pigeons)

Prohibits intentional taking of reptiles and amphibians unless authorized by Commissioner rules, with exceptions for common species, scientific/educational purposes, and species requiring population reduction; bans import, possession, and sale of pond slider turtles effective July 1, 2025

Increases penalties for big game violations from $400-$1,000 to $500-$2,000 for first offenses, and from $4,000 maximum to $5,000 maximum for subsequent offenses; increases maximum imprisonment from 60 to 180 days for repeat offenders

Creates free permanent fishing license for Vermont residents with developmental disabilities and establishes tiered fishing tournament permit fees ($10 for up to 25 participants, $30 for 26-50 participants, $100 for over 50 participants)

Amends Climate Superfund Cost Recovery Program implementation deadlines, extending the deadline for Agency of Natural Resources to file proposed rules from July 1, 2026 to July 1, 2027, and State Treasurer report deadline from January 15, 2026 to January 15, 2027
