Secretary of Administration must update Administrative Bulletin 5 by July 1, 2025 to establish a uniform process allowing nonprofits to use indirect rates higher than the de minimis rate on State-funded grants

State agencies must execute grant agreements within 30 days of funds being appropriated or notice of award being provided, and must pay grantees within 30 days of receiving a valid payment request

Agency of Administration must create an online reporting form and public database where grantees can report when agencies fail to meet grant execution or payment deadlines

Creates a six-member Working Group on State Grant Processes to assess grant procedures, including funding levels, delayed reimbursement impacts on nonprofits, and ways to simplify application and reporting processes

Working Group must meet at least eight times, submit recommendations to legislative committees by September 1, 2026, and expires December 31, 2026
