Amends the definition of "wages" for partial unemployment benefits so that only earnings from qualifying employment count toward the weekly benefit calculation, excluding wages from work that would not qualify for unemployment insurance

Repeals the provision denying unemployment benefits between academic terms to non-instructional educational workers (such as custodians, cafeteria staff, and administrative support), making them eligible for benefits during summer and semester breaks

Maintains the existing restriction that instructional, research, and principal administrative staff at educational institutions remain ineligible for benefits between academic terms if they have a contract or reasonable assurance of returning

Preserves the denial of benefits during established vacation periods and holiday recesses for educational workers who have reasonable assurance of continued employment

Takes effect immediately upon passage
