Amends 20 V.S.A. § 9 to add a new emergency power (subdivision 12) allowing the Governor to authorize the Agency of Natural Resources to waive water quality permits and restrictions under 10 V.S.A. chapter 47 or Vermont Water Quality Standards during a declared state of emergency

Permits dam operators to draw down water levels in anticipation of flood events likely to cause substantial damage or injury to persons or property

Requires the Governor to consult with the Secretary of Natural Resources and have significant reason to believe the drawdown will decrease risk of substantial damage before issuing waivers

Dam operators operating under a waiver must make every effort to minimize environmental impact of the water level drawdown

Takes effect upon passage
