Creates a new "advanced therapeutic procedures specialty" allowing qualified optometrists to perform specific surgeries, laser procedures, and injections on the eye and surrounding tissue, including chalazia excision, lesion removal, eyelid laceration repair, corneal crosslinking, laser capsulotomy, laser peripheral iridotomy, and laser trabeculoplasty

Requires optometrists seeking the advanced specialty to complete a minimum 32-hour postgraduate course (for pre-2019 graduates), pass National Board of Examiners in Optometry examinations, and complete an 8-hour supervised preceptorship performing specified procedures on live patients

Establishes a detailed list of 23 prohibited procedures for all optometrists, including LASIK, retinal surgery, cataract extraction, intraocular lens implants, cosmetic eyelid surgery, and any surgery requiring general anesthesia

Restricts optometrists from prescribing Schedule I or II controlled substances, except hydrocodone in combination with analgesics limited to a 72-hour supply with no refills

Mandates 30-day adverse event reporting for advanced procedures and requires an additional 5 hours of continuing education per renewal period for optometrists holding the advanced specialty; effective January 1, 2027
