Defines short-term rentals as furnished dwellings rented for fewer than 30 consecutive days and more than 14 days per calendar year, and requires a long-term resident to reside on the same premises (host-occupancy restriction)

Allows municipalities with existing short-term rental regulations to exempt themselves from the state restrictions through majority vote by Australian ballot at an annual or special meeting

Creates a statewide registration system administered by the Department of Housing and Community Development, requiring owners to register annually by September 1 with property details including owner information, number of units, sleeping rooms, and parking spaces

Takes effect July 1, 2026, with municipalities that already have short-term rental regulations as of July 1, 2025 automatically treated as opted out of the state restrictions
