Vermont postsecondary schools must designate a Student Liaison Officer to assist students experiencing homelessness and those exiting foster care with federal and state financial aid, including independent student eligibility under the Higher Education Act.

Schools must adopt policies giving these students priority in class enrollment to accommodate work obligations, transportation issues, and other barriers.

Schools must provide priority access to on-campus housing for these students, with homeless students required to be enrolled at least half-time; policies must include plans for housing during school breaks.

Schools must allow waivers of registration fees and laboratory fees for students experiencing homelessness or exiting foster care.

Effective date: July 1, 2025.
