Expands supplemental child care grants (up to 0.5% of CCFAP funds) to assist child care programs at risk of closing or not opening due to financial hardship, and allows funds to help transition children to new programs when facilities close.

Adds a new pathway for CCFAP support through contracts or grants with child care providers, in addition to the existing subsidy option.

Requires child care provider payments to be made in advance or at the beginning of service delivery, rather than as reimbursements after services are rendered.

Mandates the Department adopt rules defining "enrollment" and allowable absences for CCFAP participation, developed in consultation with the Office of Racial Equity and stakeholders.

Takes effect upon passage.
