Establishes a revolving fund at the Vermont Housing Finance Agency (VHFA) to incentivize bulk purchasing of modular homes built through off-site construction, with requirements for energy efficiency and affordability standards.

Creates "workforce housing zones" under Act 250 based on proximity to job centers: within 6 miles of census tracts with 7,200+ jobs, 5 miles for 4,999-7,200 jobs, and 3.5 miles for 2,499-5,000 jobs.

Raises Act 250 permit thresholds within workforce housing zones from 10 to 50 units for housing projects, from 10 to 50 lots for subdivisions, and from 6 to 25 lots for subdivisions in municipalities without permanent zoning bylaws.

Prioritizes State funding for public water and wastewater systems in workforce housing zones and requires the Agency of Natural Resources to study expansion options, barriers, and costs for infrastructure development in these areas.

Workforce housing zones receive the same benefits as designated neighborhood development areas and must be reviewed and revised every five years using U.S. Census Bureau data.
