Creates the Office of Entrepreneurship within the Agency of Commerce and Community Development to strengthen policies and programs supporting entrepreneurship across demographic segments and geographic areas

Office will serve as a point of contact for businesses in operation for 5 years or less, assisting with State agency interactions and referring them to appropriate resources

Encourages awarding at least 5% of total State contracts to Vermont-based businesses that have been operating for 5 years or less

Requires annual reports to the General Assembly beginning March 1, 2027, detailing the number, dollar amount, and percentage of State contracts awarded to new businesses, including breakdowns by demographics and geography

Effective date: July 1, 2025
