Prohibits law enforcement from using threats, physical harm, or deception during custodial interrogations of persons under 22 years of age; statements obtained in violation are presumed involuntary and inadmissible

Requires an "interested adult" (parent, guardian, or independent adult over 18) to be notified of a juvenile's arrest and present during the entirety of any custodial interrogation of persons under 18

Mandates the Vermont Criminal Justice Council develop a statewide model interrogation policy by January 1, 2026, in consultation with the Attorney General, Agency of Human Services, and the Innocence Project

Law enforcement agencies must adopt the model interrogation policy by April 1, 2026, or lose eligibility for grants and financial assistance; non-compliant agencies are automatically deemed to have adopted the model policy

Creates a new Director of Policy position at the Vermont Criminal Justice Council to oversee policy development and compliance, funded through a General Fund appropriation in fiscal year 2026
