Requires hospitals participating in the federal 340B program to submit annual reports to the Green Mountain Care Board by January 31 detailing acquisition costs, payment amounts by distribution channel, contract pharmacy payments, vendor payments, and community benefit descriptions

Caps hospital charges for outpatient prescription drugs at 120% of the average sales price (ASP) calculated by CMS, effective January 1, 2026, with hospitals prohibited from offsetting lost revenue by increasing charges for other services

Exempts independent critical access hospitals not affiliated with other hospital networks from the outpatient drug price cap requirements

Creates a private right of action allowing 340B entities, contract pharmacies, or other injured parties to sue manufacturers for violations, with each drug package subject to discriminatory action counting as a separate violation
