Establishes the Vermont Consumer Protection Towing Act requiring towing companies to obtain a $50 license from the Department of Motor Vehicles and maintain minimum insurance of $100,000 for bodily injury/property damage and $50,000 for vehicle damage liability

Sets maximum towing charges at $130 per tow or $4.50 per mile, $30 drop fee, $35 per day storage, and $35 for after-hours personal item recovery; prohibits charging storage fees for days when vehicle access is not permitted

Requires towing companies to provide written itemized estimates when owners are present, send registered mail notice to owners within 5 business days, and retain all records for 3 years

Mandates towing-storage lots operate at minimum 7:00 a.m.–6:00 p.m. Monday–Friday plus one weekend day, and vehicles towed from private property or for seizure must be stored within 25 miles of the tow location

Makes it a misdemeanor for towing companies to solicit emergency towing at crash scenes; grants vehicle owners/operators the right to choose their towing company in consultation with law enforcement
