Establishes a state-approved driver education and training course for home study (homeschool) students that parents or guardians can use to teach their high-school-age children to drive, including behind-the-wheel training

Requires the Commissioner of Motor Vehicles and Secretary of Education to approve at least one home study driver education course by July 1, 2025

Sets eligibility requirements for parent/guardian instructors: no felony convictions, no DUI convictions in the prior 11 years, and fewer than 6 points on their driving record in the prior 3 years

Mandates that approved courses include instruction on alcohol/drug effects on driving, motor vehicle liability insurance and financial responsibility laws, and the environmental and legal aspects of vehicle idling

Requires the Commissioner of Motor Vehicles to submit a report by November 15, 2029 comparing driving records of junior operators who completed home study driver education versus traditional public/independent school driver education
