Secretary of Natural Resources must delegate authority to regulate public waters to municipalities that are adjacent to the water, request delegation specifically to restrict or prohibit wake boats, and accept by creating or amending a local bylaw or ordinance

Changes existing law from permissive ("may delegate") to mandatory ("shall delegate") when municipalities meet the specified criteria for wake boat regulation

Appeals from municipal decisions under delegated authority go to the Environmental Division of the Vermont Superior Court

Secretary retains power to terminate any delegation for cause or without cause upon six months' notice to the municipality

Takes effect immediately upon passage
