Creates the Motor Vehicle Inspection Affordability Study Committee to identify ways to reduce inspection costs while maintaining highway safety standards

Committee membership includes the State Treasurer (chair), Commissioner of Motor Vehicles, and representatives from the Vermont Insurance Agents Association, Vermont Vehicle and Automotive Distributors Association, and Vermont Community Action Partnership

Committee must examine average repair costs for failed inspections, opportunities to reduce repair costs, assistance options for lower-income residents, and impacts of switching from annual to biennial inspections

Report with findings and legislative recommendations due to House and Senate Transportation Committees by December 30, 2025

Act takes effect July 1, 2025; committee ceases to exist January 30, 2026; members may receive per diem compensation for up to four meetings
