Consortium membership includes legislators from both parties, representatives from at least three electric utilities, an environmental organization representative, State Treasurer's Office, and prior Vermont Nuclear Consortium participants

Consortium duties include reviewing why Vermont's prior nuclear facility closed, examining state and federal legal obstacles and opportunities, hearing from stakeholders, and identifying available financial resources for small nuclear reactor construction

Written report with feasibility study findings and recommendations due to legislative committees and Governor by August 1, 2026

Appropriates $23,000 from General Fund in fiscal year 2026 for member compensation and consultant hiring
