Prohibits the land application of septage, sludge, and biosolids on any land in Vermont, including compost or other agricultural products derived from or containing these materials

Bans the sale or distribution in Vermont of compost and other products intended for use as fertilizer, soil amendment, topsoil replacement, or mulch that contain septage, sludge, or biosolids

Adds statutory definitions for "biosolids" (treated septage or sewage sludge meeting pathogen reduction requirements), "septage" (materials pumped from septic tanks, portable toilets, or cesspools), and "sludge" (solid/liquid waste from wastewater treatment facilities)

Repeals existing provisions that allowed the Secretary of Natural Resources to authorize emergency land disposal of sludge or septage at certified sites
