Establishes the Vermont Community Radio Grant Program to provide one-time funding for equipment upgrades, backup generators, and technical training to improve emergency broadcasting capabilities

Allocates up to $25,000 per station for seven active community radio stations and up to $10,000 per station for three stations currently under construction in Bristol, Richmond-Underhill-Jericho, and Ludlow

Appropriates $205,000 from the General Fund to the Department of Public Safety for fiscal year 2026, with unexpended funds reverting by July 1, 2026

Requires eligible applicants to be nonprofit, noncommercial community radio stations licensed in Vermont with emergency broadcasting history or capacity, and to submit detailed implementation plans

Mandates grant recipients submit reports by June 30, 2026 detailing fund usage, emergency readiness improvements, and community impact
