Amends Title 16 harassment definition to add "ethnicity" as a protected category and creates new specific definitions for "ethnic harassment" and "antisemitic harassment" in Vermont schools

Defines antisemitic harassment to include epithets, stereotypes, slurs, antisemitic libel, threats, graffiti, and negative references to Jewish customs or "the right to self-determination in the Jewish people's ancestral and indigenous homeland"

Requires the Secretary of Education, working with Shalom Alliance of Vermont, to develop a sequential antisemitism awareness curriculum for K-12 covering the evolution, effects, ethics, and legal consequences of antisemitism

Mandates pre-service and in-service training programs for school personnel on antisemitism prevention, with at least one training available electronically; superintendents determine content, duration, and frequency for their districts

Cites Anti-Defamation League data showing Vermont had the second-highest per capita increase in antisemitic hate crimes in 2023, and FBI data showing U.S. anti-Jewish hate crimes rose from 1,122 in 2022 to 1,832 in 2023
