Extends the Vermont State Teachers' Retirement System provision allowing retired educators (Group A or Group C members) to work as interim school educators for up to one school year while continuing to receive their full retirement allowance

Changes the program's expiration date from June 30, 2026 to June 30, 2031, adding five additional years

Increases the State Treasurer's renewal authority from two one-fiscal-year renewals to seven renewals, covering fiscal years 2024 through 2030

Removes the requirement that returning retirees must work in a different interim position each renewal year

Requires superintendents to certify that districts exhausted all reasonable options to hire qualified active educators before employing a retired beneficiary as an interim educator
