State Board of Education appointments would be divided among three authorities: Governor (4 members, including 2 student members), Senate Committee on Committees (3 members), and Speaker of the House (3 members), replacing the current system where the Governor appoints all members

Board members must collectively represent expertise as principals, superintendents, teachers, school board members, educator preparation program providers, special education providers, and parents, with membership reflecting geographic, gender, racial, and ethnic diversity

Governor prohibited from reappointing an individual to the same position if the Senate voted against confirming that appointment; the rejected individual also barred from serving in acting or interim capacity in that office

State Board of Education required to begin a national search for a new Secretary of Education within 45 days of public notification of the current Secretary's resignation

Effective date of July 1, 2025, with transition provisions allowing current Board members to complete their terms while new appointments follow a staggered schedule through 2031
