Creates a temporary Ranked-Choice Voting Study Committee with 11 members (legislators, Secretary of State designee, municipal clerks, and election organization representatives) to examine implementing ranked-choice voting for all State and federal elections, with a report due January 15, 2026 and $1,000 appropriated for member compensation

Requires ranked-choice voting for U.S. presidential primary elections for each major political party, with ballots listing candidates alphabetically and allowing voters to rank candidates in order of preference

Allows each major political party to choose (at least 150 days before the primary) whether delegates are awarded winner-take-all or proportionally, with winner-take-all as the default if no selection is made

Establishes detailed tabulation procedures including elimination rounds, vote transfers to next-ranked candidates, tie-breaking by lot, and handling of undervotes, overvotes, and inactive ballots

Requires the Secretary of State to adopt rules for administration, ensure voting equipment can handle ranked-choice tabulation, and update tally sheets by January 1, 2028, with most provisions taking effect January 1, 2026
