Expands law enforcement authority to seize cannabis possessed in violation of administrative rules (not just statutory violations), and clarifies that hemp products containing over 0.3% THC or prohibited by Cannabis Control Board rules are classified as regulated cannabis products

Adds a Migrant Justice appointee to the Vermont Land Access and Opportunity Board and allows the Cannabis Control Board to accept third-party background checks from commercial providers when state records are unavailable

Creates special permitting authority for the Cannabis Control Board to authorize temporary operation of cannabis establishments during emergencies such as principal incapacity, business dysfunction, or receivership proceedings, with immunity protections for permit holders

Updates cannabis packaging requirements to require "harvested on" and "packed on" dates instead of a single "produced on" date, and allows propagation cultivators to sell clones and immature plants to retailers in addition to cultivators

Requires the Cannabis Control Board to report to the legislature by November 15, 2025 on fee structures and recommend whether cannabis excise tax revenue should fund the Cannabis Business Development Fund and Land Access Board; effective July 1, 2025
