Corporations regulated by the Public Utility Commission must submit certified contracts with line-item budgets to the Commission within 60 days of completing any energy generation facility constructed after January 1, 2025

Energy facility contracts exceeding $100,000 in construction costs require attestation that unionized labor was used and paid at least the prevailing wage plus 42.5% fringe benefits

If unionized labor is unavailable, non-union employees must be paid at least the mean prevailing wage plus 42.5% fringe benefits as calculated by the Vermont Department of Labor

Fringe benefits include paid vacations, holidays, sick leave, health insurance contributions, and retirement benefits

The Public Utility Commission must make submitted documents publicly available with personally identifiable information redacted; effective date is July 1, 2025
