Employers and subcontractors on State construction projects must maintain accurate payroll records for each employee, including name, address, hours worked, wages paid, rate of pay, and job classification

Payroll records must be submitted weekly via U.S. mail or email to the State agency overseeing the construction project, accompanied by a signed statement verifying accuracy

Records must be preserved for three years after project completion and made available for inspection by the Commissioner of Labor or Attorney General upon request

Payroll records become public documents subject to inspection and copying under the Vermont Public Records Act (1 V.S.A. §§ 315–320)

Requirements do not apply to projects by the Agency of Transportation or Department of Forests, Parks and Recreation; effective date is July 1, 2025
