Amends 21 V.S.A. § 1344 to allow striking workers to receive unemployment compensation benefits after a 14-day waiting period following the start of a labor dispute

Eliminates the 14-day waiting period if the employer hires temporary or permanent replacement workers during that time

Maintains existing exceptions: workers not participating in, financing, or directly interested in the labor dispute remain eligible for benefits without a waiting period

Clarifies that workers affected by employer lockouts remain eligible for benefits, unless the lockout was in response to property damage or purposeful productivity reduction by employees

Takes effect upon passage
