Establishes the Vermont State Building Security Board, a 7-member body with appointees from the Governor (2), Attorney General (1), Vermont State Court Administrator (1), and Vermont State Employees' Association (3), to oversee security for State and Judiciary employee worksites

Transfers security responsibility for all State facilities, courthouses, and buildings housing courts from the Commissioner of Buildings and General Services to the new Board, with exceptions for the State House (remains under Sergeant at Arms jurisdiction)

Creates a Director of Safety and Security position appointed by the Board to develop annual comprehensive security plans and compile annual reports on security incidents for legislative committees

Establishes the Buildings and Courthouses Police Department within the Department of Public Safety, with officers having full law enforcement authority including arrest powers, and requiring Level II or III certification from the Vermont Criminal Justice Training Council
