Allows holders of existing two-year or four-year licenses/cards to exchange them for eight-year versions by July 1, 2029, with exchange fees of $85.00 (from two-year) or $62.00 (from four-year)

Requires the Department of Motor Vehicles to report by December 31, 2025 on plans to ensure ID cards display full legal names (including special characters) and to enable unhoused individuals to obtain identification

Mandates a public education campaign by November 15, 2025 covering ID rights, eight-year validity options, gender marker self-attestation, and reduced fee programs, with materials in English, Spanish, and the eight next most commonly spoken languages in Vermont
